THE PURPOSE OF ENGLISH LANGUAGE LEARNING
 BASED ON CURRICULUM 2013 
English Education is one of the most important subjects. Various ways have been
done by the Ministry of National Education (MONE), a breakthrough in order to achieve the
target of English optimally. 
  This is evident from the measures that have been taken by the government to create a
set of SBC (Curriculum Education Unit) complete with a series of lesson content and
teaching materials / Books / Modules / LKS, especially for junior high schools, high school /
vocational equivalent systematic, well reviewed darisisi timing, grating materials,
methodology and course outcomes. Moreover, coupled with facilities such as enrichment
language laboratory in schools which of course it is not a little put out a budget, and
implementation of test test Toefl / Toeic to the level of SMA / SMK. 
In addition,  there are schools that organizes extra-curricular activities English Club
English sort, which makes every student can communicate freely in English. There are also
other extra-curricular English language like English debate, speech, storytelling and so forth. 
English teachers in schools get used to use the introduction of English in the process of
teaching (Teaching and Learning), although not all English. Obviously this has a very good
purpose, namely that students have the skills to act speech in the English language ability of
listening and reading (receptive skills) or writing and speaking (productive skills), ranging
from a basic level, skilled and proficient. 
In general, English language education in our country has not been as expected. In
reality, education is oriented to get good grades, without regard to the more essential purpose
of learning a language is mastering the language itself. Let's see how little English Club or
where students can practice their spoken English himself with his friends. They are find
difficult to train and practice English speaking skills they have learned, that’s why they lack
confidence and are often embarrassed when speaking in English. 
In the view point of some people, many English teachers who are concerned about the
quality of the quality of their students. They are confused in giving the average value of the
class KKM because life skill general English students away from the fact that the expected,
so they tend to encourage students to follow a course of English outside school or falsifying
grades, because if you do not like it then the results of the learning process the class can be
said to be unsuccessful or are not able to achieve the outcomes expected standards, especially
with the implementation of quality standards (quality) and a passing grade, with evidence of
achievement in the form of reports / document and numbers. Whether this can be justified
morally?
